To send it out: There are different ways that you can go about doing this. You can either create your newsletter and then send it out as an attached pdf (which does allow for more graphics) but there is a chance that some of your contacts may not open it because they are afraid of getting a virus, or it may not get passed their spam filter.
The best way to do this, in my opinion, would be to create an html code so you can place the newsletter directly into the body of the email, which will insure delivery to all of your contacts.
To create: Check out boxedart.com and download a template. They have great templates to work from that you can download then edit with photoshop (WORKS GREAT! You get a ton of detail). Or if you have MS Publisher you create one in there.

If you DO “have experience in web programming languages” then you should be able to adapt any form to email script in language of your choice. You can find those using Google..

I’d wholeheartedly recommend PHPList – handles huge email databases, and sends our personalised emails, while monitoring for bounces etc…
DO bear in mind however, that Outlook 2007 is TERRIBLE at showing nice email newsletters – background images etc don’t work!!!
