How do I send a two page newsletter email in microsoft publisher?

Create a jpg or pdf file of both of the pages and attach them to the email. (Or, if you are using Outlook, insert them in the email body for a more professional look.) Also, make sure that when are creating either the jpg or pdf, that you are selecting to create “All” of the pages, not just a range of “1″ or “2″, which may have been your problem initially.
