pat r asked: I want to collect more email addresses for my newsletter.
Is it legal to set up a sweepstakes like “join my newsletter to enter for a chance to win xyz?”

Harvesting email addresses is not the way to get more subscribers for your newsletter/ You can buy names and address from firms that collect them for you. They have different lists for different businesses and that the correct way to get new contacts. Sweepstakes have very specific rules and you need to know what they are for your state. Doing this across state lines can be touchy too so watch out. If your newsletter has one specific audience/reader you should look int the right place to find address of people who are genuinely interested in that subject. If you run a sweepstakes that signs people up they may all unsubscribe right away so it was all a waste of time.

As far as I know, and depending on your state, it is legal to do this IF you actually award the prize(s) and follow your own rules.
