What software program would anyone recommend to make a newsletter?

I am the newsletter editor for an honor society at my college and I would like some suggestions on good software programs to make newsletters. I have a regular pc computer.

for work i use microsoft publisher pro. it is easy and has ready made layouts to chose from as well as color schemes. but you can also make your own layout and it can be done in different paper sizes.
you can also use it to make fliers and other business related things. it is really a multi purpose program.

I like Adobe InDesign. Its a great desktop publishing / layout program to combine text and images.
Only problem is that its pretty expensive… I hope the College is footing the bill?
