How do you determine volume and issue when doing a newsletter?

Like if it’s the second year, it started last October, so would it be volume 2 (in it’s second year?) issue 2 (second time this year for newsletter)

Generally speaking, volume indicates the years in publication and issue is the issue number during any given year. If you’re following the calendar year (beginning in Jan and ending in Dec), you are correct, it’s Vol 2, Issue 2.

Volume refers to how many years in publication, issues — well, how many issues it’s been going.
If you have more than one publication, the volume typically refers to the ‘run’, and the number of issues determine how long it’s been produced. You’ll see this in comicbooks and weekly mags.
(eg. Fantastic Four #521 Vol. 1 — this means it’s been published consistently as one volume for 521 months)
For newsletters and one-sies, using volume to denote how many years you’ve been going is common.
