Well, in the UK they already had a significant level of alcohol fueled crime (Mostly, violent crime and vandalism). The government believed that this crime was caused by restrictive drinking hours that were causing people to drink a lot in a short period of time and that by increasing the hours that people could drink they would drink the same amount over a longer period and they would stagger their drinking.
What actually happened was a complete disaster. People drunk at the same rate but for much longer therefore they actually consumer more. There was a significant increase in alcohol related violence and other crimes. There was also an increase in youth drinking and youth binge drinking. The entire scheme was a disaster.
To make matters worse the average time that alcohol related crime happened was pushed back from late night to early in the morning. This created difficulties with police shifts.
