Why does the rate of boiling in a pot of water change between open air and being covered?

Longer version:
Take a pot of water that has been boiling slowly on the
stove for a minute or longer and place a tight fitting cover on it and leave it there for at least 30 seconds. Then remove the cover and observe the rate of boiling.
1. Has the rate of boiling increased or decreased?
