Ethics of use of gathered email addresses?

Take this situation: a quite popular blog which requires valid email address for commenting. Owner wants to use these email addresses for sending periodical email newsletters to the commenters (I would be the coder who creates the back end to do this). I’m a bit concerned, because the commenters left those addresses with one particular purpose and they were never told that it will be used for newsletters. Is this ethical?

Additionally, they would be able to opt out from this system but only after receiving the first newsletter.

Is it possible to randomly sort a list of questions in Microsoft Excel?

I am going to start doing a personality profile in my organizations newsletter and I want to generate questions randomly from a list I create. If it is not possible in Excel do you know of another Office Program, Online Service or Free Software that can do it?

What wordpress plugin can I use for a newsletter system?

I want users to be automatically subscribed to the newsletter when registering to wordpress, but to able to use a third party newsletter system. Basically I’m using wordpress just to create a newsletter system with a database and a more detailed registration.

If you have a suggestion besides using wordpress or joomla (that’s a free alternative), then please let me know! Thank you!

How to open port for 2wire? How to increase DL rate on Bitcomet?

I have a 2wire router.. i follow the instruction on portforward.com to open my port but nothing change. my DL speed is 5-30. i used to get about 80-100. what can i do to increase my DL speed? How come my port is still blocked?

Is it possible to run an email server and a streaming server on the same machine?

I want to be able to send newsletters to my customer and stream video, as well. I know I will need several different software bundles. What I want to know is whether the two systems will conflict if they are on the same machine or will they work side by side without problems?

Why does microsoft publisher say “Publisher cannot complete the operation”?

I tried to create a newsletter in publisher, so I chose a design and clicked on it, but I receive a blank page and a box saying “publisher cannot complete the operation”. Im on 60 day free trial version.
